Requires schools receiving grants to establish cardiac emergency response teams and place automated external defibrillators (AEDs) in unlocked, accessible locations with appropriate signage.

Mandates that AEDs be positioned so staff can place one on an individual within three minutes of cardiac arrest, following American Heart Association guidance.

Applies to public school districts, accredited nonpublic schools, charter schools, and innovation zone schools, with charter schools required to comply with the same cardiac emergency response standards as school districts.

Requires grant recipients to provide ongoing training and certification for coaches and staff, distribute response plans to all attendance centers, and share AED location information with emergency medical services providers.
