Public school districts and accredited nonpublic schools may participate in athletic scrimmages with nonaccredited home school sports organizations in any sport offered by the school, notwithstanding any rules or policies of athletic organizations like the Iowa High School Athletic Association.

Scrimmages require a prior written agreement between school officials and home school organization representatives, including details on date, time, location, safety protocols, concussion management, and emergency procedures.

Scrimmages cannot count as regular season contests, affect standings or rankings, involve official scorekeeping, charge admission, or use play-by-play announcements.

Each participating school and home school organization must maintain appropriate liability coverage and assume responsibility for its own participants; students participating for home school organizations are not subject to organization eligibility rules.

The act takes effect July 1, 2027.
