Establishes a Statewide Urban Design and Specifications Board within the Iowa Department of Transportation to develop and publish design and specifications manuals for urban infrastructure projects.

The 15-member board includes 3 DOT employees and representatives appointed by the Iowa State Association of Counties, Iowa League of Cities, Home Builders Association of Iowa, and various construction industry associations, serving 4-year terms without state compensation.

Requires the board to publish analyses of any changes to the design manuals, including estimates of expected cost variations from implementing those changes.

Counties and cities that approve project plans not complying with the statewide urban design standards must pay any additional costs resulting from noncompliance.

Property owners cannot be assessed costs for projects on or adjacent to their property that result from a local government's noncompliant plan.
