Creates a statewide program-level postsecondary return on investment reporting system overseen by the Iowa Student Aid Commission, requiring community colleges and public universities to submit data on program tuition, fees, and average time to completion.

Modifies data-sharing provisions to allow disclosure of individual wage data when required by federal or state law for accountability or evaluation purposes.

Redirects reporting responsibilities for the Future Ready Iowa last-dollar scholarship and school district financial information related to local option sales taxes to the new consolidated condition of education report.
