Allocates 50% of collected fees to the Natural Resource Commission for shooting sports development grants to create new or improve existing shooting ranges, with priority given to applicants allowing school shooting sports teams to use their facilities.

Allocates 50% of collected fees to the Department of Homeland Security and Emergency Management for grants to school districts for school infrastructure improvements.

Requires the department to issue plates upon application without requiring a minimum number of orders.
