Creates the Iowa-Ireland trade commission to promote bilateral trade and investment between Iowa and the Republic of Ireland

Commission consists of 8 members: 2 state senators, 2 state representatives, a private sector international trade association representative, an authority representative appointed by the governor, and 2 Iowa private industry representatives

Members serve 2-year terms with unlimited reappointment eligibility and receive no compensation for their service

Commission must meet at least quarterly and submit annual reports to the governor and general assembly by February 1, detailing meetings, activities, and expenses

Duties include recommending joint policy action, promoting business and academic exchanges, and encouraging mutual economic support and infrastructure investment between Iowa and Ireland
