Defines "automated decision system" as computational processes from machine learning, statistical modeling, data analytics, or artificial intelligence that generate scores, classifications, or recommendations used to assist or replace human decision making.

Establishes that "employee" broadly includes any person providing compensated services, including independent contractors, and "employer" includes anyone controlling wages, benefits, hours, or working conditions directly or through agents.

Assigns administration of the new chapter 91F to the Iowa Department of Inspections, Appeals, and Licensing, adding it to the department's existing labor services responsibilities.

Excludes spam filters, firewalls, antivirus software, identity management tools, calculators, and databases from the definition of automated decision systems subject to the notice requirements.
