Establishes requirements for "conversational AI services" defined as publicly accessible AI applications with the primary purpose of simulating human conversation through text, audio, or visual communication

Requires operators to clearly disclose to minor users (under 18) that they are interacting with AI through persistent visible disclaimers or disclaimers at the start of each interaction and every three hours of continuous use

Prohibits operators from providing minors with unpredictable rewards to encourage engagement, and requires "reasonable measures" to prevent AI from producing sexually explicit content, romantic interactions, or statements simulating emotional dependence for minor users

Mandates operators offer privacy and account management tools for minors, with additional parental control tools required for users under 13 years of age

Excludes from the definition research/development tools, customer service chatbots, narrow-topic outputs, voice assistants, and internal business tools
