Expands charter school funding to include teacher salary supplement, professional development supplement, and early intervention supplement state costs per pupil, in addition to existing regular program and teacher leadership supplement funding, effective for school budget years beginning July 1, 2026.

Allows charter school employees to participate in the Iowa Public Employees' Retirement System (IPERS) if the charter school meets applicable federal requirements, and adds charter schools to the definition of "employer" under IPERS.

Requires charter school assets upon closure to first satisfy outstanding payroll obligations and any liabilities owed to IPERS before paying other creditors.

Permits students enrolled in nonpublic schools or charter schools to participate in extracurricular interscholastic athletic contests provided by their resident public school district under agreements between the district and the school.

Establishes financing programs for charter schools and nonpublic schools administered by the Iowa Finance Authority, and modifies provisions related to education savings accounts, independent accrediting agencies, and teacher training and licensure.
