Adopts the International Energy Conservation Code, 2009 edition, as the "national energy code" to be incorporated into Iowa's electrical code standards alongside the National Electrical Code from the National Fire Protection Association.

Requires the Electrical Examining Board to conduct and publish a cost impact analysis showing how any proposed changes to the national energy code would affect the total cost of an average home built after January 1, 2027.

Mandates sellers of single-family dwellings constructed on or after January 1, 2027, to provide written disclosure to buyers if the dwelling does not comply with the International Energy Conservation Code, 2024 edition.

Takes effect January 1, 2027.
