County departments, offices, and subunits are prohibited from adopting, implementing, or enforcing internal policies or rules unless submitted to and approved by ordinance of the board of supervisors.

City departments, offices, and subunits face the same requirement, needing council submission and approval by ordinance before implementing internal policies or rules.

All ordinances approved under these provisions must include a cost analysis showing impacts to taxpayers and businesses, published on the local government's official website.

Public safety agencies (as defined in section 34.1, subsection 4) are exempt from these requirements; county offices under elected officers referenced in section 39.17 are also exempt.

The Act applies to all policies, rules, and ordinances adopted or implemented on or after the effective date of the legislation.
