Requires employers (governing bodies, county boards of supervisors, city councils) to continue health insurance coverage for surviving spouses and children of firefighters and peace officers killed in the line of duty, with the employer paying the full premium.

Extends health insurance coverage eligibility to firefighters and peace officers who are receiving accidental disability benefits due to work-related physical disability or injury.

Defines "eligible peace officer or fire fighter" to include those whose line of duty death benefit is reasonably expected to be payable while the determination is pending.

Mandates employers notify their health care coverage provider of surviving family members entitled to coverage under this section.

Specifies that coverage continuation is not required if the surviving spouse or child substantially contributed to the death of the eligible officer or firefighter.
