Defines key terms including "abutting dwelling" (occupied residential building on non-participating property), "community building" (schools, places of worship, day care facilities, public libraries, community centers), and "nonparticipating property" (land owned by someone who has not granted permission for the facility)

Applies to all wind energy conversion facilities proposed after January 1, 2025, with local authorities prohibited from imposing setback requirements beyond those specified in the bill

Expresses legislative intent to encourage renewable electric power development while promoting uniformity in local approval processes and developing transmission capacity to export excess power generated in Iowa
