Grants the Department of Natural Resources director authority to approve variances to departmental rules within 14 days of written request, without requiring a hearing, if the applicant demonstrates good faith compliance efforts.

Establishes confidentiality protections for certain business information (monetary amounts, payment terms, drilling obligations, personal information) submitted to the department, maintaining confidential status for 5 years unless extended.

Modifies well log and sample filing requirements, allowing extensions for the 6-month deadline after well completion or abandonment under the new confidential information provisions.
