Establishes that veterans' service organizations recognized under federal law (38 C.F.R. §14.628(c)) retain the ability to represent veterans in U.S. Department of Veterans Affairs benefit claims and hold power of attorney for filing claims.

Requires county veterans affairs executive directors and administrators to obtain federal certification and personal identification verification cards within 12 months of employment, and maintain proficiency in electronic systems.

Directs the Iowa Department of Veterans Affairs to establish a statewide standardized electronic claim system for county veterans service offices and provide quarterly performance metrics reports to county commissions and boards of supervisors.

Raises the Veterans Trust Fund threshold from $50 million to $75 million, determining when lottery fund transfers and interest earnings are appropriated to the commission for veterans programs.

Renames the "county commission of veteran affairs training account" to the "veterans services excellence training program and administration account."
