Appropriates $17.5 million annually from the general fund to the Technology Reinvestment Fund starting July 1, 2026, plus a one-time $18,269,217 appropriation from the Rebuild Iowa Infrastructure Fund for fiscal year 2025-2026.

Funds state information technology projects including computer hardware/software acquisition, telecommunications equipment, software development, and infrastructure replacement efforts to enhance government services and promote economic development.

Requires the Department of Management to prioritize proposed technology projects based on nine criteria including strategic alignment, feasibility, return on investment, scalability, sustainability, and improved access to services in rural communities.

Mandates the Department of Management provide a prioritized project list to the governor for budget recommendations to the General Assembly starting fiscal year 2027.

Allows unencumbered Technology Reinvestment Fund moneys to remain available for two years beyond the original appropriation year rather than reverting to the general fund.
