Creates a conference realignment committee consisting of 18 members (9 superintendents and 9 activities directors from different geographic regions) jointly established by the Iowa High School Athletic Association and Iowa Girls High School Athletic Union, effective July 1, 2025

Prohibits school districts from expending any funds, and accredited nonpublic schools from using state-originating funds, to pay membership dues to athletic organizations unless the organizations implement required policies and establish the realignment committee

Requires the committee to review requests from schools seeking to change athletic conference membership, considering factors such as enrollment, travel distances, instructional program comparability, traditional rivalries, and conference size

Prohibits organizations from changing conference membership unless ordered by the realignment committee, and imposes a two-year ban on conference and tournament competition for schools that withdraw from a conference without approval

Requires member schools to offer at least one extracurricular interscholastic athletics activity for boys and one for girls in fall, winter, spring, and summer to participate in any athletic conference
