Prohibits Iowa Board of Regents institutions from requiring or constraining students to enroll in diversity, equity, inclusion, and critical race theory (DEI/CRT) related courses to satisfy degree requirements, including general education, major, minor, or certificate programs

Bars regents institutions from requiring, soliciting, or incentivizing faculty to participate in DEI/CRT practices or include such content as a condition for course approval, performance assessments, promotion, tenure, or salary adjustments

Defines prohibited DEI/CRT content broadly to include topics like systemic racism, microaggressions, implicit bias, intersectionality, race-based privilege, and content promoting differential treatment based on race or ethnicity

Allows the Board of Regents to grant exemptions for majors, minors, or certificates specifically focused on racial, ethnic, or gender studies, though students cannot be required to take these courses for other degree programs

Authorizes any person to report violations to the Attorney General, who may bring legal action to compel compliance; applies to academic years beginning on or after July 1, 2026
