Appropriates $17.5 million annually from the general fund to the Technology Reinvestment Fund starting July 1, 2025, with DOM required to prioritize projects based on strategic alignment, feasibility, return on investment, and other specified criteria

Makes budget transmittals to DOM and related documents confidential until the governor submits the budget to the general assembly

Increases frequency of national criminal background checks for DOM and supported entity IT staff from every 10 years to every 5 years

Prohibits specific contract terms in IT contracts including indemnification clauses violating the Iowa Constitution, unknown or unilaterally changeable terms, blanket confidentiality claims, out-of-state venue requirements, and binding arbitration provisions

Transfers the Iowa Statistical Analysis Center from the Department of Health and Human Services to DOM, granting access to criminal justice data for research purposes including juvenile court records, criminal history data, corrections records, and child welfare records
