Restructures the Iowa Board of Regents from nine voting members to nine voting members plus five ex officio, nonvoting members, including one student from each of the three regent universities (University of Iowa, Iowa State, University of Northern Iowa) appointed by their institution's president, plus two legislative members appointed by Senate majority leader and House speaker

Reduces voting member terms from six years to four years, with five terms beginning and expiring in each odd-numbered year instead of three

Requires institutions to incorporate the "classic learning test" into the regent admission index prior to the 2025-2026 academic year

Mandates the board adopt policies prohibiting faculty senate committees from exercising governance authority over institutions, requiring board approval before institutions can establish new majors or minors, and providing for post-tenure review of any tenured employee when authorized by board majority vote or institution president

Authorizes the General Assembly, through joint resolution approved by the governor, to disapprove any individual ongoing expenditure by the board or regent institutions not specifically authorized by law, with the expenditure terminated upon the resolution's effective date
