Removes the two-mile limit on how far receiving school districts with less than 2,000 students can send vehicles into a pupil's resident district to pick up open enrollment students, provided the pupil's home is closer to the receiving school than their assigned sending district school

Eliminates the two-mile minimum distance requirement for receiving districts with 2,000 or more students to send vehicles into a pupil's resident district for open enrollment transportation

Allows larger districts (2,000+ students) to transport open enrollment students regardless of the distance between the pupil's residence and either the receiving or sending district attendance centers, if certain specified requirements are met

Amends Iowa Code Section 282.18, subsection 10, paragraph b to expand transportation options for open enrollment participants across both smaller and larger school districts
