Eliminates the requirement for the Environmental Protection Commission to adopt rules for certification of solid waste incinerator operators

Repeals Section 455B.152, which required DNR to gather greenhouse gas data from producers, coordinate with EPA, and maintain a voluntary greenhouse gas registry, as federal regulations now cover these requirements
