Amends Section 8A.415 of the Iowa Code to require the Director of the Department of Administrative Services to provide more detailed responses to grievances filed by state merit system employees

Requires the director's response to third-step grievances to include a description of each interview conducted by the department relating to the grievance, the results of those interviews, and the justification for the director's decision

Applies the same enhanced disclosure requirements to appeals of disciplinary actions (discharge, suspension, demotion, or pay reduction) filed directly with the director

Maintains the existing 30-calendar-day deadline for the director to respond to third-step grievances and disciplinary action appeals

Does not apply to employees covered by collective bargaining agreements that provide alternative grievance procedures
