Expands the definition of "short-term temporary layoff" to "short-term seasonal or temporary layoff" for unemployment benefit work search waivers, removing the requirement that work must be related specifically to highway construction, repair, or maintenance

Allows work search requirement waivers for layoffs of 16 weeks or less due to seasonal weather conditions or other conditions affecting ability to perform work, with a return-to-work date verified by the employer

Permits employers to request a two-week extension of work search waivers if work is unavailable at the end of a layoff period due to short-term circumstances beyond their control

Prohibits denial of unemployment benefits to individuals who refuse other work if they have a reasonable expectation of returning to their regular job or are union members in good standing eligible for employment referrals

Creates a new exception allowing unemployment benefits when an employer temporarily ceases operations or goes out of business due to unforeseen circumstances (including cybersecurity attacks), provided the individual reasonably expects to return to that employer
