Sets maximum setback requirements local authorities may impose: three times facility height from dwellings/community buildings, 1.1 times height from nonparticipating property, and specific distances (50-100 feet) for solar and battery storage facilities from property lines and infrastructure

Limits additional standards local authorities may require, including shadow flicker (maximum 30 hours/year), sound levels (maximum 47 decibels at dwellings), and drainage repair obligations

Requires decommissioning plans with financial assurance for non-utility-owned facilities, with 5% of costs due at commercial operation and 100% by year 15; facilities inactive for 24+ months are presumed abandoned

Mandates local authorities approve or deny applications within 120 calendar days, prohibits banning renewable facilities in agricultural/industrial zones, and requires existing non-compliant local standards be amended by December 31, 2025
