Increases the number of eligible electors appointed by the governor to each district judicial nominating commission from five to six members

Removes the most senior judge in the district from serving as both a commissioner and automatic chairperson of the district judicial nominating commission

Requires members of each district judicial nominating commission to elect a chairperson from among themselves, serving two-year terms expiring April 30 of even-numbered years

Applies to Iowa's 14 judicial election subdistricts, which screen applicants and select two nominees for district court vacancies for the governor to choose from
