Prohibits the use of ranked choice voting and instant runoff voting in all elections in Iowa, including statewide, local government, and other offices

Defines "local government" to include incorporated and unincorporated cities and towns, counties, schools, and any other political subdivision of the state

Defines "ranked choice voting" or "instant runoff voting" as a method where voters rank candidates by preference, votes are tabulated in rounds, and losing candidates' votes transfer to voters' next-ranked choices until a candidate receives a majority

Amends existing election code sections (43.37 and 49.93) governing the number of votes permitted per office to add the prohibition on these voting methods

Maintains existing rules that voters cannot vote for more candidates than positions available, and ballots with excess votes for an office will not count for that office
