Prohibits the Iowa Department of Health and Human Services from requiring foster care licensees or prospective adoptive parents to affirm, accept, or support policies related to sexual orientation or gender identity that conflict with their sincerely held religious or moral beliefs

Prevents the department from disqualifying individuals as foster care providers or prospective adoptive parents based on their religious or moral beliefs about sexual orientation or gender identity, including their intent to raise children consistent with those beliefs

Allows the department to still consider the religious and moral beliefs of the child and their family of origin when determining appropriate placements in the child's best interests

Permits current or prospective foster care providers and adoptive parents to bring legal action for violations, with courts authorized to grant injunctive relief, declaratory relief, and reasonable attorney fees and costs

Authorizes the Iowa Attorney General to bring enforcement actions under these provisions
