Political subdivisions are prohibited from using tax revenue to employ or compensate lobbyists or to pay instrumentalities (organizations) that employ or compensate lobbyists

"Instrumentality" is defined as an entity that serves a governmental purpose, operates on behalf of political subdivisions, and is controlled by political subdivisions; specifically includes the Iowa League of Cities, Iowa State Association of Counties and its affiliates, and Iowa School Board Association

State, county, or city insurance group entities and employee benefits group entities are exempted from the definition of instrumentality

Knowing and intentional violations constitute a serious misdemeanor, punishable by up to one year confinement and fines between $430 and $2,560

Violators who are lobbyists may also be reprimanded, suspended, dismissed from their position, or otherwise sanctioned
