Requires the Iowa Department of Health and Human Services to provide at least one joint training session annually for nursing facility inspectors and nursing facilities on the Jimmo v. Sebelius settlement agreement (approved January 1, 2013)

Training must cover that Medicare/Medicaid coverage for skilled nursing and therapy services in nursing facilities, home health, and outpatient settings is based on a beneficiary's need for skilled care, not their potential for improvement

Amends existing law requiring semiannual joint training sessions that review at least three of the ten most frequently issued federal citations from the preceding calendar year

Department must develop protocols to identify regional citation patterns related to complaints, standards, and outcomes in nursing facility inspections

Planning process for joint training sessions must include the state long-term care ombudsman (or designee) and representatives from each nursing facility provider association in the state
