Expands the definition of "person responsible for the care of a child" under Iowa's child abuse reporting laws to include employees and agents of public and nonpublic schools

Requires the Department of Health and Human Services (HHS) to report child abuse assessment results to the Board of Educational Examiners (BOEE) and to school district boards or nonpublic school authorities when an employee is found to have committed child abuse

Mandates the BOEE deny or revoke licenses, certifications, or authorizations for individuals listed in the central child abuse registry or found to have committed child abuse in any jurisdiction

Requires school boards and nonpublic school authorities to place employees on administrative leave and bar them from school property during ongoing child abuse assessments, and to terminate employment upon a founded child abuse finding

Directs HHS, in consultation with the Department of Education, to adopt rules establishing minimum procedures for schools to handle child abuse reports involving employees, including mandatory reporting to both HHS and law enforcement for alleged criminal acts
