Prohibits selling covered batteries or battery-containing products in Iowa unless the producer operates under a DNR-approved plan; batteries must be marked with producer identification and chemistry type for proper recycling

Requires battery stewardship organizations to pay $100,000 annual fees to DNR, provide free statewide collection at permanent sites (within 15 miles for 95% of residents for portable batteries), and fund all collection, transportation, and recycling costs

Bans disposal of covered batteries in landfills, incinerators, or municipal waste streams starting January 1, 2028; individuals must deliver batteries to approved collection sites

Imposes penalties up to $10,000 per violation for non-compliance, class "D" felony charges for knowingly making false statements to DNR, and authorizes civil actions by stewardship organizations against non-compliant producers
