Allows owners to designate submitted information as confidential for five years (extendable for good cause), covering items such as lease terms, commercial negotiations, geological records, trade secrets, and competitively sensitive information

Establishes detailed pooling order procedures including cost recovery provisions, risk penalties up to 200% for nonconsenting owners, and a 12.5% cost-free royalty for unleased nonconsenting owners during cost recovery periods

Authorizes the department to establish exploratory spacing units when unable to determine pool existence, and removes the department's authority to regulate oil and gas production amounts based on market demand
