Boat liveries (including boat clubs) providing watercraft on U.S. Army Corps of Engineers lakes located on the Des Moines River must obtain boat permits, with each permit authorizing the use of one watercraft at any given time

A three-member committee consisting of one state senator, one state representative, and one Department of Natural Resources member will determine by unanimous consent the number of permits to issue to each applicant and may recommend safety rules

Permits are valid for two years but may be revoked at the committee's discretion; the committee must meet annually before April 1 to review permit usage, new requests, and existing rules

Watercraft registered in other states but used on these regulated waters are subject to the same permit requirements

The act applies retroactively to rentals, leases, or other watercraft use by boat liveries on the specified lakes on and after January 1, 2025
