Judicial branch must convene a study committee to develop a legislative proposal overhauling the statutory framework for court debt administration, with goals of simplifying processes, minimizing errors, decreasing administrative burden, and ensuring accurate distribution

State court administrator or designee serves as committee chairperson, with authority to appoint additional members with relevant court debt system knowledge

Required committee members include the governor, secretary of state, treasurer, and directors of multiple state departments (management, transportation, corrections, revenue, health and human services), plus the attorney general, commissioner of public safety, and representatives from sheriffs', counties, county attorneys, and cities associations

Four legislative members must be appointed: one senator each from majority and minority leaders, and one representative each from the speaker and minority leader of the house

Committee must submit recommendations in the form of a proposed legislative bill to the senate and house judiciary committee chairpersons by November 1, 2025; scope excludes reconsidering the amounts of court debt assessed or distributed
