Amends Iowa Code Section 12.51 to require the Department of Health and Human Services (HHS) and the Attorney General to annually submit proposed legislation with recommended appropriations from the opioid settlement fund, with 75% allocated to HHS and 25% to the Attorney General

Requires HHS and the Attorney General to consider recommendations from each district behavioral health advisory council when developing proposed appropriations and to submit annual reports to the General Assembly by January 1 detailing disbursements and their impact on Iowans

Appropriates $12 million for FY 2024-2025 to HHS for grants to nonprofit organizations in cities with populations between 24,500 and 25,000 that specialize in treating co-occurring mental health and substance use disorders, for renovation and expansion of a nature-based recovery campus

Appropriates $30 million for FY 2024-2025 to HHS for general opioid crisis abatement efforts in Iowa

Requires all printed or marketing materials associated with fund disbursements to include a statement that the funding is a one-time allocation from the opioid settlement fund, and takes effect upon enactment
