Replaces special registration plates for combat infantryman badge, combat action badge, combat action ribbon, air force combat action medal, and combat medical badge with decals that attach to existing special plates issued under Code section 321.34(13)

Expands eligibility for organizations to issue vehicle registration decals to include nonprofit corporations exempt under Internal Revenue Code section 501(c)(19), which covers veterans' posts and organizations of past or present U.S. armed forces members

Sets the fee for a pair of military service decals at $10, with proceeds deposited into the road use tax fund and then transferred monthly to the veterans license fee fund

Eliminates the previous requirement of 250 minimum orders with a $20 start-up fee before the Department of Transportation could produce these special plates

Requires DOT to contact prior applicants who paid the $20 start-up fee and offer either a full refund or a $10 refund plus issuance of the applicable decals and plates
