Residential property owners receiving a homestead credit may temporarily opt out of county-provided or city-provided solid waste collection and disposal services for up to five consecutive months by submitting an application at least eight weeks before the opt-out period begins

Counties and cities must suspend waste service fees during the approved opt-out period, and may charge an application fee of no more than $5 per month of the requested opt-out period (refundable within 30 days if denied)

Property owners may file only one opt-out application per 12-month period, and services automatically resume at the end of the opt-out period unless an amended application is filed to return to services earlier

If property ownership changes during the opt-out period, the original owner must file an amended application to initiate services for the new owner, with at least three weeks notice required before restarting services

Property owners who knowingly provide false information on an application face civil penalties up to $750 per violation, or up to $1,000 for repeat offenses
