Appropriates $8 million annually from the sports wagering receipts fund to the public safety equipment fund starting July 1, 2025, and transfers funds to maintain a $1.5 million balance in the length of service award program grant fund for volunteer firefighters starting July 1, 2026 (repealed July 1, 2030)

Allocates $14 million from sports wagering receipts to supplement education support personnel (non-salaried school district employees) compensation for FY 2025-2026, distributed based on district budget enrollment

Appropriates $5 million to the Department of Education's Division of Special Education and $4 million to the Iowa Film Production Incentive Fund for FY 2025-2026

Creates the Iowa Major Events and Tourism Program and Fund with $4 million appropriation for FY 2025-2026 to provide grants to nonprofit organizations hosting tourism-oriented events such as athletic contests, conventions, and festivals that generate significant attendance and economic impact

Repeals the sports tourism marketing program fund and transfers remaining moneys to the new Iowa Major Events and Tourism Fund, while retaining the sports tourism infrastructure program for cities, counties, and public entities
