Counties containing the main campus of a state Board of Regents institution (University of Iowa, Iowa State University, University of Northern Iowa) must use plan "three" for electing county supervisors, which requires supervisors to be elected from single-member districts

Special elections to change county supervisor representation plans must now be held on the first Tuesday after the first Monday in November of odd-numbered years, rather than in August

Counties with populations of 125,000 or more, or those containing a Regents university main campus, must fill county supervisor vacancies by special election rather than appointment

Counties with populations under 125,000 that do not contain a Regents university main campus may continue to fill supervisor vacancies by appointment through a committee of county officers

Counties newly required to use plan "three" must establish a temporary redistricting commission by May 15, 2025, complete a precinct plan by October 1, 2025, and implement the new representation plan for the 2026 general election

The act takes effect immediately upon enactment
