Expands the Iowa Summer Youth Corps program to integrate skilled trades curricula (welding, machinist technology, tool and die making, carpentry, electrical work, plumbing, automotive mechanics, HVAC) into its service-learning approach alongside existing STEM subjects

Requires the Department of Workforce Development internship program to place Iowa students studying skilled trades into internships leading to permanent positions with Iowa employers, with matching financial assistance up to $5,000 per internship

Adds skilled trades curricula to career and technical education requirements for grades 9-12 in school districts, accredited nonpublic schools, and charter schools under the applied sciences, technology, engineering, and manufacturing service area

Expands the STEM Collaborative Initiative within the Department of Education to recruit skilled trades teachers, develop professional development programs with community colleges, and establish regional networks providing skilled trades enrichment opportunities statewide

Modifies College Student Aid Commission programs to include skilled trades in eligibility criteria for the National Guard Service Scholarship Program and Teach Iowa Scholar Program, with provisions applying to applications submitted on or after the bill's effective date
