Expands who may file paternity establishment proceedings under Iowa Code chapter 600B to include alleged fathers, in addition to mothers, other interested persons, and authorities responsible for the child's support

Allows alleged fathers to request blood or genetic testing in paternity proceedings, requiring the requesting party (mother or alleged father) to file an affidavit alleging or denying paternity with facts establishing the reasonable possibility of sexual contact

Updates terminology throughout the chapter to use gender-neutral and consistent language (e.g., replacing "defendant" with "alleged father" and "complainant" where appropriate)

Specifies complaint requirements based on who files: if the mother or child files, the complaint must allege the defendant is the father; if an alleged father files, the complaint must allege he is the father

Makes conforming changes to provisions regarding estate liability, lis pendens liens, attachments, default judgments, and reporting to vital statistics to accommodate proceedings initiated by alleged fathers
