Establishes a health equity program administered by the Department of Health and Human Services to reimburse costs for menstrual and post-menstrual health services and treatments not covered by third-party payors

Covered services include hormone treatments, urinary tract treatments, vaginal estrogens, and nerve therapies for conditions such as endometriosis, fibroids, perimenopause, menopause, incontinence, and atrophic vaginitis

Limits administrative costs to no more than 4% of program funds annually and requires participating providers to be reimbursed within 10 days of submitting a billing statement

Creates a health equity program fund in the state treasury, funded by an appropriation equal to the total state revenue spent on genitourinary agents for state employees under the public employee group insurance plan from July 1, 2002 to June 30, 2022

Requires annual reporting to the governor and general assembly on program status, fund balance, number of providers, amounts billed, and recommendations for changes
