Changes how school district actual enrollment is calculated from a single October count date to an average of counts taken on October 1 (or the first Monday in October if October 1 falls on a weekend) and March 1 (or the succeeding Monday if March 1 falls on a weekend)

Applies the same averaging methodology to calculations for additional enrollment due to special education and pupils added due to supplementary weighting

Moves the deadline for school districts to determine and certify additional special education enrollment from November 1 and November 15 to October 1 and October 15 respectively

Requires area education agencies to annually provide school districts and the Department of Education with special education weighted enrollment counts, removing the specific December 1 date reference

Takes effect immediately upon enactment and applies to actual enrollment determinations for school budget years beginning on or after the effective date
