Proposes adding Section 26 to Article I of the Iowa Constitution establishing reproductive freedom as a fundamental individual right that the state cannot deny, burden, or infringe upon without a compelling state interest achieved by the least restrictive means.

Defines reproductive freedom to include prenatal care, childbirth, postpartum care, contraception, sterilization, abortion care, miscarriage management, and infertility care.

Permits state regulation of abortion care after fetal viability, but prohibits banning abortions that a health care professional determines are medically necessary to protect the life or physical or mental health of the pregnant individual.

Defines fetal viability as the point when there is a significant likelihood of sustained fetal survival outside the uterus without extraordinary medical measures, as determined by an attending health care professional.

Requires the amendment to be referred to the 92nd General Assembly for adoption and published for three consecutive months before the next general election, then submitted to voters for ratification.
