Amends Rule 30 to expand anniversary recognition eligibility from specific milestones (100th, 125th, 150th) to "any" anniversary of governments or organizations via senate resolutions.

Modifies Rule 39, subsection 11, requiring subcommittee chairs to notify committee chairs at least one legislative day before bringing a bill or resolution before the committee, with a mandatory one-day waiting period after the chairperson receives the report before a committee vote.

Revises Rule 45 to restrict senate chamber access to current members of the general assembly and legislative staff, while allowing former senators access except during legislative debate or when advocating for or against legislation (regardless of lobbyist registration status).

Amends Rule 52 regarding bill referral procedures for house-originated bills, allowing the president to either refer bills to standing committees or direct attachment to companion senate legislation.

Strikes Rule 56, subsections 7 and 8, removing duties to announce delegations from the governor or house and to supervise seating of visitors and press representatives.
