Amends Section 284.4 of Iowa Code regarding teacher quality committee membership requirements for school districts and area education agencies participating in the student achievement and teacher quality program

Removes the role of certified employee organizations (unions) in appointing teacher members to teacher quality committees

Transfers authority to appoint teacher members from certified employee organizations to the school district's or area education agency's administration

Maintains the requirement that teacher quality committees have equal representation of administrators and teachers, with administrator members still appointed by the school board

Preserves existing provisions allowing districts with qualifying professional development, curriculum, or student improvement committees to assign teacher quality committee responsibilities to those existing committees
