Requires entities with custody of abandoned vehicles to provide itemized accounts of all fees assessed and allow vehicle inspections upon request, with a 5-day extension if the entity fails to provide requested information or inspection access

Allows persons to reclaim personal property from abandoned vehicles during normal business hours at no cost and without reclaiming the vehicle itself

Requires entities that sell abandoned vehicles without providing proper notice and inspection opportunities to pay any outstanding vehicle loan amounts to lienholders
