Requires all construction contractors earning at least $2,000 annually to file a $50,000 surety bond with the Department of Inspections, Appeals, and Licensing, increased from the previous $25,000 requirement

Expands the bond requirement from only out-of-state contractors to all contractors, regardless of location

Exempts contractors who are prequalified to bid on projects for the Iowa Department of Transportation from the bond requirement

Prohibits counties, cities, townships, and school districts from requiring contractors to file bonds beyond what is expressly required by the Iowa Code

Removes outdated references to pre-2017 contractor registration requirements in electrical installation license applications
