Amends Iowa Code sections 335.15 and 414.12 to expand the powers of county and city boards of adjustment regarding zoning variances

Authorizes boards of adjustment to grant variances from area, dimensional, or other numerical limitations in zoning ordinances when literal enforcement would create practical difficulties for property owners making beneficial use of their property

Specifies that variance-eligible limitations include minimum lot size, setbacks, yard widths, height, bulk, sidewalks, fencing, signage, and off-street parking requirements

Requires property owners seeking variances to prove that practical difficulties are unique to their property, not self-created, and that granting the variance will not significantly alter the essential character of the surrounding neighborhood

Establishes a "practical difficulties" standard (rather than "unnecessary hardship" standard) for granting dimensional and numerical variances while maintaining requirements that the variance not be contrary to public interest and that the spirit of the ordinance be observed
